Robert E. Pender, ASA, founded R. E. Pender, Inc. in Frisco, Texas, in 2005. He holds a BS in Accounting and Business Administration from Indiana State University and more than 200 hours of appraisal education through the American Society of Appraisers, earning the ASA designation as an Accredited Senior Appraiser in Public Utilities. With over 40 years of experience in utility consulting and management, Mr. Pender previously served as Principal and Senior Director at R. W. Beck, Inc. (1986–2004), an international consulting and engineering firm, and before that as Wholesale Cost of Service Supervisor at Public Service Company of Indiana (1977–1986). His expertise spans utility rates, cost of service analysis, regulatory support, appraisals and valuations, contract billing compliance, economic feasibility studies, and right-of-way cost analysis.
